This handbook is designed to help community development workers to carry out the visioning and planning process in local communities.

It is designed to stimulate ideas and involve the public in directing and managing the changes that are inevitable in the community. It is a valuable Handbook for defining and prioritising local issues and needs which will reinforce or lead to the development of more formal action strategies.

A visioning/ planning process provides local officials, residents and businesses with the resources and processes that will educate and involve the community, identify strengths and weaknesses, and conclude with a clear direction for programs, policies and projects, in both the short term and long term. Building community vision and establishing a comprehensive plan is a process, but the products are also important.
